Emergency Weather Community Response Network
2025-2026
Humboldt Housing & Homelessness Coalition (HHHC) members, made up of staff and volunteers from nearly a dozen local service providers, faith-based organizations and government agencies, are planning for emergency weather warming centers for people experiencing homelessness, and volunteers are needed.

Emergency Weather Community Response Network Committee
The EWCRN Committee is a workgroup of the HHHC. The EWCRN Committee is a workgroup of the HHHC. Meetings take place every other Monday at 9:30 a.m. via Zoom. DHHS Program Manager Aaron Zell facilitates the group and can be reached at AZell@co.humboldt.ca.gov for more information.
Regional Structure
Coordination of EWCRN's efforts use a regional approach. Currently the regions are Northern Humboldt, Eureka, Eel River Valley and Southern Humboldt. Efforts are underway to locate a center in the Eastern region, likely in Willow Creek.

NORTHERN HUMBOLDT
Opening Guidelines:
The Arcata House Partnership (AHP) emergency warming center will be activated when any of the following is predicted:
- Temperatures at or below 34 degrees
- Temperatures at or below 36 degrees when rain is expected
- Wind speeds more than 30 mph or winds that create a wind chill factor of 34 degrees
- One inch or more of rain and or multiple days of rain.
If one of the above guidelines is anticipated, and there is adequate staffing, the warming center will open.
Individuals seeking shelter will be directed to Arcata House Partnership’s Annex at 501 Ninth St., Arcata by 4 p.m. for sign-ups and transportation to the warming center site.

EUREKA
Opening Guidelines:
The Extreme Weather Relief System for Eureka will operate differently this year. The Day Warming Center and the Overnight Center will both be located at the Betty Kwan Chinn Day Center, 133 Seventh St. in Eureka, and will be activated when any of the following is predicted: .
- Temperatures at or below 33 degrees
- Wind speeds in excess of 40 mph or winds that create a wind chill factor of 33 degrees
- One inch or more of rain between 4 p.m. and 4 a.m.
If one of the above guidelines is anticipated, or rain is expected overnight, and there is adequate staffing, the Overnight Warming Center will open. A decision to open will be made by 3 p.m. Please check by phone at 707-407-3833 or in person at the Day Center.
Day Warming Center
- Open on select days
- Access to chairs, computers and dry socks
- Hours: 9 a.m. – 3:30 p.m.
Overnight Warming Center
- Open as needed
- Provides heated indoor sleeping, cots and blankets, a warm meal, dogs allowed
- Hours: 6 p.m. – 6 a.m.
The Betty Kwan Chinn Foundation is seeking volunteers to assist with Overnight Warming Center operations. Most shifts will be 6 p.m. - midnight, with some midnight – 6 a.m. shifts also available.
Volunteer duties include setting up and breaking down cots, signing in participants, ensuring safety at the facility and cleaning up at the end of the night.

SOUTHERN HUMBOLDT
Opening Guidelines:
The Redway Baptist Church warming day center will be activated when any of the following is predicted:
- Temperatures at or below 34 degrees
- Temperatures at or below 36 degrees when rain is expected
- Wind speeds more than 30 mph or winds that create a wind chill factor of 34 degrees
- One inch or more of rain and or multiple days of rain.
If one of the above guidelines is anticipated, and there is adequate staffing, the warming center will open.
Individuals seeking respite will be directed to Redway Baptist Church, 1055 Redway Drive, Redway. The warming center will operate from 7 to 11 a.m. as weather indicates.
The church is open Tuesdays from noon to 3 p.m. for its “Bridging the Gap” services program where individuals can come in and enjoy a hot meal and leave with toiletries and items from the food pantry.
Transportation:
When the warming center is open, volunteers in a church van and/or SoHum Housing Opportunities van will drive around to areas where people needing shelter are known to congregate, pick them up and bring them to the church.
