The Planning & Building Department received a grant from the State Coastal Conservancy in November of 2023, for a planning project to address flooding and sea level rise issues in the most at risk communities of Fields Landing and King Salmon. Due to geological and tectonic factors, these two residential communities are among the most at risk to sea level rise in Humboldt County. The Department is working collaboratively with the Department of Public Works and Cal Poly Humboldt to assess these issues in the economically disadvantaged and historically underserved communities and to find feasible adaptation measures and address climate equity in our county. These two communities on Humboldt Bay experience regular flooding during king tides and in the winter season which can inundate homes and potentially affect public services, such as wastewater systems or road access, and can increase potential risks to these communities. The project has been named the "FLKS Living with Water" project, and there is a Facebook group where people living in these communities can be informed on project updates as well as providing pictures or posts to document their personal flooding experiences. The Facebook group name is "Fields Landing & King Salmon - Living with Water."

The purpose of the project is to engage with the community members, tribal entities and relevant agencies within the project area to inform potential future adaptation projects to address flooding and sea level rise issues. Agencies that may be involved in the project include the Blue Lake Rancheria Tribe, the Bear River Band of the Rohnerville Rancheria Tribe, the Wiyot Tribe, the California Coastal Commission, the Harbor District, PG&E, and the Humboldt Community Services District. The project will complete a sea level rise and flood vulnerability assessment, an adaptation feasibility analysis, and will prepare conceptual designs for future adaptation projects. The information gathered and the preliminary plans for adaptation will be used to inform future implementation projects.
