Apply for a Planning Permit
To apply for a planning permit or a short term rental, follow the instructions below.
To apply for a planning permit please follow the below instructions. See the Planning Forms & Handouts for more information. Please note that most Planning permit applications are full cost recovery and that applicants are responsible for any processing costs that exceed the initial application deposit.
I. Create an Accela account
Click this Accela Homepage link and follow the instructions outlined in the Accela Support Resources to create an account.
II. Start Pre-Application
Once you have an account navigate to the "Pre-Application" tab (1), check the box certifying you have read and accept the terms (2), and click the "Continue Application" button (3).
III. Provide Project Details & Contact Info
Fill out all the required information. When you get to Step 2 Project Details, ensure to select "Planning Entitlement" as your application type (4).
IV. Upload Documents
Once you get to the Documents tab you will click the "Add" button (5). A pop-up box will open where you will select the add button again (6) and select your documents to upload.
You will need to complete and upload the following documents (7).
- Application
- Campaign Contribution Form
- Hazardous Waste Statement
- Current Grant Deed
- Site Plan
Once the documents are uploaded you will select "Continue" (8). The pop-up boxes will go away and you will select a "Type" for each document (9).
V. Record Issuance
Congratulations! You started a planning record. Allow 3-5 days for planning staff to review your application. You will then receive an email advising you of permit status and next steps. If any additional information that is required will be sent to the applicant. If you have follow up questions please email planningbuilding@co.humboldt.ca.us or call 707-445-7541, press 3 then 1. Ensure to include your record number in the subject line of your email.
To apply for a short term rental please follow the below instructions. See the Short Term Rental Ordinance and Short Term Rental FAQs Sheet for more information and utilize the Application Checklist to identify required submissions.
Before submitting your application, be sure to complete your Good Neighbor Guide and distribute copies to all neighbors with dwellings within three hundred (300) feet of the short-term rental as the crow flies, to the nearest five (5) neighbors up the street, and to the nearest five (5) neighbors down the street.
I. Create an Accela account

II. Select the Home tab.
Once you have an account navigate to the "Home" tab (1). You will need to click it even if it is already highlighted.
III. Create an Administrative Application
Once in the Home page click the "Create an Administrative Application" text (2).
IV. Accept Terms & Continue Application
Check the box to accept the terms (3) and select the "Continue Application" (4) text.
V. Steps 1 through 7
You will be prompted to submit information through 7 steps. Enter all the information and follow prompts.
VI. Next Steps
Congratulations! You started a Short Term Rental Application. Planning staff has received your application and will begin immediate review. You will then receive an email advising you of status and next steps. Any additional information that is required will be sent to the applicant.
